CBS The Morning Show just descirbed the penalty at $27,500 per passenger. 150 passengers = $4,125,000 per aircraft. After 2 hours the airline/aircraft must provide food and water. I doubt the passenger is expected to pay for a food box.
 
There is another thread on the 3 hour rule in Aviation News. Please keep this discussion to the storm and its aftermath, and discuss tarmac delays ONLY in that context.

On a 332? Methinks not.

Oh yes it was. PITT chartered an A330-200 to take the team, the band, alumni, and friends to CLT for the Meineke Car Care Bowl. Over 250 passengers and approximately 400 bags went on that plane yesterday.

Does the Gov't split the money with the passenger?

I guess not.
