I can think of a couple.  An organization that would become a giant bureaucracy with missions that have very little to do with one another.  What about abuse of power?  Who would have the experience to run such an organization?

I guess I look at it as all intelligence gathering. Whether 1 agency or several what's the difference? Seems like the current set wastes a lot of resources.
