I don't know the details of the situation, but it seems to me less than coincidental that Montego Bay agents would choose to go on strike smack in the middle of Spring Break, probably the busiest time of the year for the station. It may be scabbing by definition, but more appropriately, it's the airline's employees taking care of their company, keeping things on track. Besides, it's not AMTs and pilots we're talking about here, it's people that have job skills that can be applied across a number of different industries. If they don't like the situation at US MBJ, they could find another job. I'm not talking about IAM guidelines, I'm talking about what's right. The only exception to refusal being insubordinate would be the threat of bodily harm. So maybe there should be some extra security measures, if that's the case.
