I can assure you that this isn't always the case on the station level. The mainline management has zero interaction with the express workforce. The hiring processes are completely independent of each other.
In an atmosphere where the only people giving a **** about what's going are the passengers desperate to escape I have to say this doesn't surprise me at all.
