13 years to complete? That's way too long! Will US Airways still be the major player there in 2025?
Let's just hope there is something to replace the Dash 8s by the time the new express terminal is opened.Since there is currently no detailed Plan in place it'll be interesting to see how the different phases are schedulled. IMO, the People Mover from "F" to "A" and to the Center City Train would likely benefit passengers the most and should be scheduled early. One has to poder the question, if it takes 13 years to complete, what will aircraft (and long haul route) requirements be at that time. Unless they plan well for easy expansion, the re-constructed and new terminals (all except "A" are in the approved Plan), could be obsolete.
If they can get the financing, there's no reason why they can't build the new Express terminal and prepare a new facility for UPS at the same time.Let's just hope there is something to replace the Dash 8s by the time the new express terminal is opened.

13 years to complete? Wow. It would be much better to have a midfield X shaped design, much better for connections than the outmoded current one. On the rail connection between terminals, it looks like it will be landside, not airside. Not the best for connecting passengers. About the best thing is the UPS relocation and the new runway.
THe PHL expansion will happen in phases, where we will see gradual changes. It's not like we have to wait 13 years for a final unveiling.
