SWA starts flying from both airports in Houston and Chicago

I'm not sure why George Bush, but it makes sense at O'Hare. I would guess some airlines will be vacating gates to save money and WN may get those gates at a reduced fee...... for now
IAH and HOU are almost 50 miles apart. Drive those freeways-especially during rush hour and you will quickly see why WN is utilizing both airports. There is a huge population of Houston biz guys and gals living in the deepest North woods of Kingwood, the Woodlands, etc None of these people would drive to HOU just for a cheap fare. Also once you are at IAH you have multiple choice of airlines . Most of them offering amenities not offered on WN. AFAIK, WN has no real competition at HOU.
Lord only knows what the traffic is like now. I lived on the north edge of IAH for many years before moving to Dallas. In the best of days the 25 mile drive from my house to downtown Houston in rush hour was a minimum of 1 hourl
