Ideally, their targets are below WN's costs.

What you fail to understand (or perhaps admit) is that their targets after the first bankruptcy were grossly missed, and there is absolutely no reason to believe that the latest iteration will be any different. It's the same crew cooking it up, and no meaningful action has yet to be taken to further lower costs.
