Yes, but I have no idea what the problem with ABZ/LBA/TLS is. US would be connecting pax to those cities over MAN or CDG, not LGW.

The DOT deferred action on codesharing to LGW.

For reasons I don't understand, the DOT also deferred action on codesharing to ABZ/LBA/TLS.

(When dealing with the DOT, "deferred" is most often a codeword for "denied".)
