That's the double-edged sword of being a medium-smallish country and wanting and getting nukes, the kid gloves come off, and while your enemies may be more reluctant to attack you, if they ever feel they must they will take the opportunity to take you and your nuclear capabilities out completely.

As far as a delivery system.is concerned I think that is pretty easy. Put the suckered on a small boat, drive it in to a coastal harbor and boom.
