Last I checked he wasn't in charge of China and the Chinese probably feel different on the issue of North Korea.  A country that they have grown a bit tired of.

Talk is cheap, much cheaper than uranium, centrifuges, and weapons delivery systems.  Iran can say it wants to destroy Israel, and North Korea can say it will destroy the U.S. or whomever it likes but the reality is that any country that size which uses a nuclear device in aggression basically guarantees its own annihilation.  That's the double-edged sword of being a medium-smallish country and wanting and getting nukes, the kid gloves come off, and while your enemies may be more reluctant to attack you, if they ever feel they must they will take the opportunity to take you and your nuclear capabilities out completely.

As far as a delivery system.is concerned I think that is pretty easy. Put the suckered on a small boat, drive it in to a coastal harbor and boom. Ground blast not as effective as a air burst but it would take out most of the city depending upon the yield.

As far a repercussion, that's a whole different story. While I sure the cries for an all.out retaliation would be defending I think it would be a stupid move. Would not solve anything. An air campaign to level Teheran would seem like a wiser option.

The nuke Pandora box is a batch to close once opened.
