Calm down Bill.  I know its tough for small minds like yours to absorb these tidbits that conflict with your perception of reality, but a deep breath might help you move in the right direction.

The APA has the most at risk if they give up control to an arbitrator.  They can get everything they want out of USAPA by threatening two things, 1) to force it to arbitration, and 2) to force a West seat.  They can easily get USAPA to capitulate to APA demands by the threat and then accept USAPA's surrender before actually allowing either threat to actually come to fruition.   
 
They can control negotiations through the threats, but they can control nothing the moment they actually surrender to arbitration or a West seat.  
 
There is no APA benefit to actually forcing arbitration or a West seat.  There is everything for APA to gain by threatening both, especially with the likes of those with "Chip Continence". 😀

Because I make the effort to ask other outside of USAPA.  Those guys in the office have been telling us what they think we want to hear and most of this pilot group laps it all up.  There are pilots here who have seen this up close and have very good ideas as to where this is going.  I suggest you find them and ask them the tough questions.

APA is not afraid of anything.  They are too good at negotiations to ever show their own fear, and too adept at showcasing and magnifying the fears of their opponents.  USAPA leaders will fall over themselves to squeal like little girls and afterwords will boast that they themselves are the "players" that made herculean advances for the ungrateful and unwashed masses.

BOTH LEGACY CARRIERS with similar hiring patterns, in my hire year it was not uncommon to be hired by all 3 in the same 6 month period, got a couple letters to prove it, in fact friends of mine were sent here from UNITED, with letters saying they did not have to give up their sen number unless they upgraded to f/o!

APA prefers arbitration because it takes to onus off of them and shifts it to someone else.  They can then redirect their constituency and any litigation to the award.
 
Its about as a safe a path as there is.  Whether or not there's a west seat is irrelevant.
