I agree that neither is acceptable. The point I was attempting to make was that out of the issues I had, the beating was the least of my worries since it appears law enforcement was not complicit in the beating, just the lack of finding a culprit. Given how many such crimes go unsolved, it is not a stretch to conclude that the culprit would not be found.
