Chrysler says the quality and safety of the vehicles was in no way affected by what the workers were doing on their break.

I don't think it would be tolerated at HDQ (or any other corporate environment) if someone was discovered to be under the influence.
Worst thing that might happen if someone from HDQ was high or drunk is they might have a few more typos in an email (which the spell checker will no doubt pick up). The most dangerous tools at their disposal are a photocopier or a stapler.
Hack, the guy in the NYC case is a real winner... failed stockbroker who went into financial services, mostly mortgages... He was held for ransom in 1994 for cheating his investors, who were in turn apparently laundering drug money....
