And if you're going to use California as an example of how a State health program should work, please note that in California there are millions of illegals taking advantage of those same ER's you referenced and as long as that is a fact, no mount of "preventive care" will ever even the score! Why do you think California is broke? Texas has an epidemic with uninsured illegal aliens hitting people. It has been mandated by state law that all insurers have to offer Uninsured Motorist insurance. You actually have to put it in writing if you do NOT want it.

We do not have to go after 10 million illegals. All we have to do is shut down the businesses that use them and cut them off from tax “entitlements”. The problem would self resolve. Most businesses do not directly hire illegal aliens. They use “temp services”. That way if they get caught they have deniability. That is why I am so against "temp services" and have pushed for them to be banned. Why should a company pay a living wage when they have a never ending supply of revolving door illegal aliens provided by “temp services”?

First off if you think equal marriage rights is not around the corner with the next SCOTUS case you probably still believe in Peter Pan and Santa.
 
Secondly, preventative care v ER care is not about evening the score.   It's about spending less.  Preventive care is cheaper (by far) than ER care.  Also, in 2010 (the last year I cold find records for) illegal immigrants paid $2.7 billion in taxes to the state of CA.  That amount would have been substantially higher had they been legal.  And since they are illegal they are not able to apply for many of the benefits those taxes would normally entitle them to.

I'm not against immigration reform, but until that happens, those who knowingly break our laws don't deserve spacial treatment. When the Mexican flag is flown over an American school in Calf., and a student is sent home for wearing an American flag on his tee shirt because he might offend someone! And the Mexican Government pays for school books to indoctrinate our school kids! When a Student at a Calif University is threatened with suspension for handing out copies of the Constitution, and told he can only do it on the third Tues. of the month, at a "freedom of speech" square, that has to be reserved, I'd say something is definitively wrong here!----- And yes, I'll answer your question before you even ask it! Universities regulations about where and when one can provide copies of that document! And what makes you think that he had any knowledge of that regulation before hand? Americans do not do jobs like farm work because it is too easy to sit at home and collect welfare and disability. 
 
Only about 7.5 percent of produce represents the labor. The rest represents the farmers other expenses, fuel, equipment, maintenance, warehousing, shipping, fertilizers, irrigation, and let us not forget the retailer's markup. Studies show that without illegal labor the cost of one pound of apples would rise about 3 cents.
