Chuck,
Seriously are you that thick? For every $650M spent on direct labor and materials AA can outsource $350M. You think AA will spend more money to just so they can outsource more? You really are lost and have no understanding of the way the CBA scope clause works. AA's maintenance costs have actually dropped as stated earlier in the F41 info so your claim of AA spending more is completely false. Hands tied by the language? To the contrary, it seems like the committee isn't even doing anything? Where's the report? It is supposed to come out in Jan and Jul and nobody has seen anything? The local said they are demanding info but they haven't filed one 29d. The attachments state clearly what can be outsourced. It's spelled out. The only thing that is tying the 514s hands is their incompetence or 591's willingness to see overhaul work got out. It's a 29d, Danker, Pike, or GP could file it but they won't.
But even if I buy your statement that the scope clause is bad. It's still way better than the one AMFA put together at NWA. And the lack of enforcement of the IBT clause at AS that cost all the AS OAK overhaul AMTs their jobs. Way to go AMFA!
