About the drawdown in PIT:
The FSDO (Flight Standards District Office) handles all aviaition issues in the PIT area. The CMO (Certificate Management Office) handles issues unique to the legacy USAirways certificate. The FSDO will continue to exist in PIT regardless of certificate issues.
As long as East and West operate on separate certificates, the two CMO's will continue as is. When they merge certificates, then the decision will be made on where the FAA will position the CMO. There are many factors, but they try to place the CMO where the greatest level of operational activity exists. On the surface, it would seem to be PHX, but with OCC staying in PIT long term, and the majority of training being conducted in CLT, the future is muddy.
In any event, the PIT CMO has been designated as the lead CMO for the merger and the certificate merger activities are being overseen by PIT. We are fortunate to have them in charge....the CMO in PHX are old school and the merger would be painful.
The certificate merger process is complicated, and the most optimistic estimate is spring-summer of 2007.
As for RIDC park, as the pulldown of people and functions continue, there will be consolidation within the building and when the group gets below critical mass, a financial analysis will be conducted to determine if it is smarter to move what is left or to leave them in place. I expect that decision to be made in March or April.
It is by no means a slam dunk to move. Connectivity issues, outfitting of spaces and the physical costs of moving may make it "cheaper to keep her."
Flight Operations, Safety, Inflight Procedures, OCC and Maintenance all have specific requirements for the certificate that almost mandate a presence in PIT for as long as separte certificates exist.
