I believe it takes more to fight a war than just military expertise. War is also political, for example just read what General Patton had to deal with.
War is indeed political. I don't recall reading where Patton advised FDR that hundreds of thousands of troops would be needed, only to be pooh poohed by some arrogant ass who knew better. How many times was the Bush White House told that we would need several hundred thousand troops to secure Iraq after the invasion? Instead, we were given the "flowers and candy" speech and went in with a fraction of that number. Yeah, Patton had to deal with smoothing over the egos of the British...but the politics never once assumed that the sitting president knew better than the generals in the field.
