No, not really.  You forget that there are other countries involved in this.  It's not just the US and Iran.  If Congress were successful in keeping sanctions in place it would play right into the Iranians hands. Because I bet you even money the Chinese and Russians are not going to go along with what the US congress has to say about it.  They will start doing business as usual with the Iranians.  And it's questionable if the British, French and Germans would go along with what Congress says.
