USAPA has contacted several west pilots to convince them to serve as west liaisons. Not appointed reps, this simply will not do, but liaisons with no influence.

Of course these liaison positions do require the west participants to sign a pledge to support USAPA's DOH re-seniority negotiating concept.

West pilots are being asked to contribute money but no more.

Hardly an offer of participation.

I doubt the courts will see it your way any more than the arbitrator did.
