PHL has inherent problems. An airport built for the early 1960's, east coast ATC domino effect and one way traffic on all ramps and gate areas. The largest preventable problem PHL has had is no competent management on property after 5pm, weekends and holidays. Almost as incompetent as the Phoenix main office management 9am to 5pm mountain time.
Examples consistently: No one to guide pilots into the gates and despite FAA regulations, no wands, equipment in the no movement area and no sense of accountability from a leader who should be responsible for poor performance. No lav service. No jetway drivers. No tugs. No baggage handlers. Ramp controllers (most of them) who I would never even think of inviting to help coordinate the fluid motion of my future two car funeral. When you are in the mood to call for someone to correct this mess (ie:catching a commuting flight home soon, wanting to arrive before last call somewhere or crew members who need to leave to catch the end of American Idol) no one responds.
But take a little bag cart and run into the jet way steps, while actually improving the looks of it and you will have 15 suits and dresses with cameras and notebook pads who gawk and shake their heads in one minute of the fender bender. They will be out on the ramp for 15 minutes then leave for their reports.
Its not the boots on the ground that is the problem, it's the leaders and the leaders leaders. It is almost like they do not care and are just keeping it together for the next sock holder's enrichment due to a business transaction
