Read the company's proposed court order and read the judges order. They are not the same. So, no, the judge did not grant the company's motion.

I thought the judge said that U couldn't outsource 'in anticipation' of a work slowdown. Wouldn't his order allow outsourcing in an actual work slowdown?

No. The company asked for authorization to outsource if there was higher than normal attrition or a slowdown, but the judge's order makes no mention of outsourcing except for the Airbus heavy maintenance.
