Phl Workers Not Really Employed By Us Air

Not sure if I understand the facts here but----->I heard that "part of the problem" at KPHL was the city has hired folks(dont know how many) and assigned them to an airline---US Airways--American etc etc--and that these non US Air folks figure if we go down the tubes they will make more money working at the next airline assigned to them ---is this correct about the city hiring folks to work assigned airlines or do I need to have the wax cleaned out of my ears ?? If this is true it kinda makes sense of the gangsters/thugs leaving thouands of bags at KPHL over XMAS.
