"Nearly one in four domestic passengers flying from New York's major airports uses a low-fare carrier, and that number is rising. JetBlue is expanding, and discount carriers planned by Atlantic Coast Airlines in Washington, D.C., and Virgin USA, part of Richard Branson's airline empire, want into New York. As US Airways' post-bankruptcy situation grows more precarious, competitors are circling, hoping a sale or liquidation brings them some of US Airways' valuable gates and takeoff rights at LaGuardia."

"LaGuardia has a contingent of low-fare airlines: ATA, AirTran, Frontier and Spirit. JetBlue will begin operating five departures a day. Like the other discount carriers, JetBlue got its LaGuardia takeoff slots under a law to promote competition. If US Airways sells some LaGuardia slots and gates to raise cash, other airlines are expected to fight over them. US Airways already has taken bids from several airlines while it mulls its options for improving its finances."

Story

You cannot sell what you do not own. US could sell the LGA slots, but not the gates. In the event that the current arrangement is materially altered in any way, Continental has the right to occupy the terminal and is on the hook for the leases.

This is interesting because no where in the article can I find any evidence to show this as fact.

Agreed. First place, can you imagine any other airline risking revealing it's expansion plans and cost estimates to competitors by responding to a letter from Siegel saying...

Dear Potential Purchaser,
We at US Airways may (or may not) be selling our landing slots at BOS, LGA, and DCA (or maybe, only one of these, or maybe none of these). If you are interested in purchasing these landing slots, please respond within 10 days the exact of money you would be willing to pay for these landing slots.

This letter is in no way to be construed as an actual offer to sell, lease, or otherwise divest any or all landing slots or other material assets of US Airways or any other airline currently flying or planning to fly somewhere in the U.S.A.

Have a Nice Day! Hope to hear from you soon,
Davey Siegel
