WHY, does Canada....NOT have a zillion guys 'in stir'  for minor drug charges.
WHY does Canada.....NOT have 'Brotha's  getting  knocked-off (whether guilty or not).
 
I mean is there something Different in - the - air going across the short bridge, between Detroit and Windsor Ontario ??

Bland escalated the situation and the officer has the option to protect himself.
 
How was the officer to know whether or not she was armed, mentally unstable or anything else?
 
You should work as a cop for a couple months, I'm sure you'd have a huge revelation as to dealing with the public.

 
I dunno.  She sure did escalate the situation.  That lippy little woman had the gall to tell the officer that she wasn't about to put out the cigarette that she was smoking in the car.  The cop, not knowing if she had a can of lighter fluid that she was going to spray at him and use the lit cigarette to light it felt that he might need to protect himself.  So he almost tazed her and arrested her for "failure to comply".
 
 I still gotta compare it to the Kansas cop and the soccer mom.  You might not know this, but in Kansas, you can conceal carry without a permit (or training) so long as you don't take it across the state line.  I would imagine that the cop hearing "I could kill you" MIGHT make her wonder if this is a conceal carry soccer mom.  But she didn't.  She didn't "respond in kind".  She was a professional and didn't escalate the situation. 
 
You're right..I if I were a cop for a couple of months I bet I'd see some crazy stuff.    Here's another rerun for you.  It's a cop who's been a cop for 30 years.  And he says "I was a part of that problem".   Funny thing is, whenever I post this, nobody ever seems to want to address it.

Only if we include the number of blacks in prison on nonviolent drug offenses.   We breed that when we take a guy who COULD be out making a living, but instead is in jail because he smoked weed or crack.   

well we at least have some common ground there the war on drugs was a dismal failure

Might be due to the fact that Canada only has a population of 34M.

Could it be because blacks and Hispanics combined are less than 3% of the population?

Maybe it's a nation of law and order vs. do whatever you want as long as you don't get caught?

Perhaps it's because Canada actually has stricter drug laws than the US, and can better control who stays within its borders?

If I were younger and Trump wins, I would.  But since most of the countries I'd consider are socialist (Canada, Australia, New Zealand), I'd have to have a boatload of money to get in at my age.   I planned my golden years assuming we would have a sane leader.  Had I known that there was even a remote possibility that we could elect someone like Trump, I would have stashed a helluva lot more cash back.
