Wallets and purses are different procedure. Best I can remember, these items are suppose to be turned in to the nearest station where it's suppose to be turned over to a manager. At that point the manager should open it to locate any ID of the owner. Attempt to contact the owner. Any cash is suppose to be removed and replaced with a station check. The cash is to be deposited to US. All of this in the presence of another manager or two to verify nothing is removed that's not on the level. I can't recall a single case where a wallet/purse that was turned in failed to be claimed and returned.
Cell phones, frankly are a pain in the ###. We had boxes of them. Some worked, most didn't. About once a week we shipped them to central baggage.
Oh, one other thing. If the wallet/purse or any high value artice is to be flown on a flight to the customers city for pickup. It's suppose to be put on a PDQ airway bill so the shipment can be tracked.
