Now tell me that's not a likely scenario!
First, like it or not, 700's correct that it does the IAM no good to falsify cards. Everyone knew that this would be a VERY closely watched election, with no shortage of oversight.
Next, even setting that aside, and using your reasoning, VERY few people sign a card "just to get to a vote"on principle. Most people are signing one with every intent of voting "yes" when the time comes.
Lastly, I'm not sure what life is like in your shop, but I cannot imagine ANYONE sitting this vote out- and if they did it won't be due to lack of info from the company. Last time, one could not log on to DLNet, walk through a terminal, or visit a lounge without seeing some sort of "you must vote to count" themed messaging. Sure some might, but not nearly as many as I think you had in mind when you wrote that...
