Now here's where things get interesting.
Define unruly.

Is it when there is a possibility the issue can escalate into a threat to the f/a or endanger the aircraft or passengers and crew? Or is it the passenger failing to follow simple polite instructions? Sometimes I think you have to choose your battles or does the f/a spend the entire flight like a prison guard waiting for someone to break a rule?
