When the ALPA/AWA PBS Committee set the block time in 7 limit back in ‘98, virtually every airline was buffering the block time limits. Delta was using 28 in 7 for for the bid line building parameters. I’m not sure what they use with PBS but I’ll bet that it's not be higher than 29 in 7.
Anyway, AWA would be happy to let us build to a higher value, as long as we give up our pay guarantee if we exceed 30 in 7!
Remember, if you have a 30/7 conflict that requires legs or trips to be dropped, you are pay-protected.
The 29 in 7 restriction is part and parcel of that. AWA rightly needs some protection against getting scads of 30/7 conflicts.
Which would you prefer: 29/7 limit and pay guarantees, or a higher value and no guarantee?

Junebug mostly explained it but I just want to make sure you understand the difference between credit time and actual flight time. At AWA we still have trip and duty rigs so one can easily hit the 100 credit limit without having anywhere near 100 hours of block time. Additionally, our ACARs reports OUT/IN times based on the parking break and cabin doors, not rolling and cargo doors.10 months times 100 hours equals 1000 hours, max domestic.
