The "government" in this case is made up of the National Mediation Board, which is who determines questions of "class and craft" for representation under the RLA.
Through the repeated efforts of AMFA, the first instance being in 1966 and the most recent in the mid-1990s with several other instances in between, the NMB has been forced to reconsider the issue of who makes up the craft and class of mechanic and related. Successive generations on NMB members have only reaffirmed the original decision which placed the other work groups in that class and craft.
If you think that "the government reverses its decisions all the time", you've never met the NMB.
