Its a simple question.  Don't avoid it.  Just answer it.  The 9th had all the authority and responsibility to provide you EVERYTHING that you deserve.  Why didn't they give you EVERYTHING that you have been promising you will get?  Were are the billions in damages?  Where is the seniority enforcement?  Where?  Where?
 
You should appeal.   The 9th set a really bad precedent, again.
