NMB Mediation Services
The Board Rules at 29 C.F.R. § 1203.1 describe how to apply for the Mediation Services of the National Mediation Board.
The Board's mediation services may be invoked by either party to a collective bargaining dispute by filing an application with the Board. [See and Print Form NMB-2, "Application for Mediation Services".] The application should describe the specific issue(s) in dispute, the name of the carrier and the name of the organization, the date of the agreement in place, if any, the craft or class of employees, and the number of employees involved.
Applications filed by carriers should be signed by the chief labor relations official and those filed by organizations should be signed by the chief executive officer. Two copies should be filed with the Board's Director of Mediation.
Attached to the application should be copies of appropriate notices or requests served by the party seeking to negotiate changes in a current agreement or to negotiate a new or supplemental agreement. If there has been a refusal to meet, the reasons for such should be stated on the form; otherwise, the parties should indicate the date of the last conference. Generally, applications for mediation services will be docketed (assigned an "A" case number) within three business days of receipt, and a mediator will be assigned within ten calendar days of docketing.
