Just because there were more PMUA F/As doesn't mean it was an automatic win for AFA.  Clearly IAM got enough cards to even hold an election, and they engaged in a deceptive campaign telling UA workers the CO contract was better, only the base rates were higher they had inferior work rules, job protections, and paid for their benefits.
 
And actually the IAM was the preferred union by management for the F/As, the IAM contract imposed a lower overall cost and gave the company more flexibility.
