The irony is there is no contract enshrining a single seniority list between E&W. Even if Silver strikes terms from the MOU (10 h.... Or the whole MOU or PA for that matter), there is still no single seniority list, and the fishbowl remains.

Is Silver going to WRITE a contract and bypass negotiations and ratification? A CBA she is not..
