I dont know what all the criteria is but I believe it is. After the aquisition MCI was going to be a 25% occupational seniority station for ex TW while MCIE was 100% occ sen. It was ruled ( I believe by Kasher) that it was 100% occ sen at MCI and the seniority lists were combined. I do know if I were on the property at MCIE and a realignment bid came around one of the options would be MCI line along with the various shops at MCIE. I agree AFW/DFW/DAL should be treated as one station. I'll go one further the whole system should be treated that way. The juniority list takes away from the concept of what seniority is about.
It's about qualifications, not seniority. Imagine a laid off AFW tech displacing and experienced DFW line tech. He will have to wait several weeks for a ramp badge, probably go through several weeks of Gen Fam classes and then thrown out on the line. Even then he may not know a frigging thing about a S-80 or 737. All this only to be recalled six months later.
