IMHO,
I believe that it is determined by the state in question.
Everyone considering quitting and/or subject to layoff should check their state and federal benefits 'NOW' to prepare.

At this juncture, quit only if you have a sure thing that pays the same or better ;or are able ride the tide 'financially'.
