It appears the East and West groups still vote for themselves so if the appeal board was used to disruptive, wouldn't a recall happen and wouldn't the results of the recall be a forgone conclusion? Do you not think using it to be antagonistic for just the sake if it would only deepen the feelings of hostility between your groups and ensure an energetic recall?
