As I understand it, East never offered anything other than DOH.

When it was recommended, in no uncertain terms, that something other than DOH would be necessary - nothing happened.

I know that to be true.

Was it always the plan to delay or was it a miscalculation of what the arbitrator might decide?

Really, the time to make compromises on LOS would appear to have been BEFORE the arbitrator decides.

Was this ever discussed - ever?

If it was the plan to delay all along, then carry on.
