It's written no where. But do you really believe that the West would trust a committee/commission/whatever appointed by USAPA? What USAPA would need to do is give the West their own independent BPR with it's own independent finances and either let them appoint or the West pilots elect a West MC, again independently funded. There could be absolutely no way for USAPA to pull the strings or you end up with a West rubber stamp for whatever USAPA wants. And then what if a solution can't be agreed to? Back to arbitration? Then finally, assuming that a solution was produced, all it takes is one West pilot that disagrees and the DFR battle starts all over again.Show me where it's written that they cannot empanel a special committee and grant them extraordinary one time authority.
What Bradford did, and the East supported at the time, was push Humpty Dumpty off the wall and all the king's horses and all the king's men can't put Humpty back together again.
