Far from it. The west was bottom of the barrel from inception in 1983(?) until LOA 93 was signed in 2004. If LOA 93 pay rates do survive Kasher, it will be 2025 before the east "surpasses" the west as lowest paid. Only fourteen years to go before you can truthfully make that claim.

And if the Kasher comes through, then you get the title back and your 21 year clock picks up just where it left off.
