Sure we agree. I quoted you verbatim. You didn't say, "20-years is 20-years and 6-months is 6-months". Rather you confirmed that 20-years at AAA is equivalent to 6-months at HP. The world of seniority runs on a very different clock than anything you would find NIST. Time of service at company A can mean something very different than it means at company B, C, or D. Seniority can only be gained by having junior people join after you. That might take days or weeks at some companies. It might take years at others. And for still others even a couple of decades gains precious little in terms of a seniority position. Senior means senior regardless of DOH and junior means junior regardless of DOH. It all depends on the company. AAA was no place to be if your goal was to gain seniority and you were hired in 1984 or later. HP was a pretty good place to be if you wanted to gain seniority regardless of when you were hired.
Now, how oh how would a wise and experienced neutral arbitrator put companies A & B together in terms of seniority status when both companies can be very different? That's right, by relative position on a combined list.
